Home to more than 3,000 marinas, the Oakland-Alameda River neighborhood has been hit hard after a series of thefts.

Numerous boats and other yachts were reportedly 'raided' from the area.

Former local harbormaster Brock de Lappe said, "People living on houseboats and yachts in the bay have had to individually resist the 'sea robbers' who have been robbing yachts, and the crime has really reached unbearable proportions. An urgent solution is needed."

The issue was also raised at a meeting of the Gulf Conservation and Development Commission, where it was said that homeless people have started piracy and that necessary security measures should be taken. Recently, another man living on his yacht was attacked by pirates and found terrified.

In August, the Wall Street Journal reported that the number of homeless people in the US has increased by 11 percent in the last 16 years. It is estimated that more than half a million people in the US are homeless.
