Appointed by former Democratic President Joe Biden, Santos shared his decision to resign in a letter released on Thursday evening, citing deep reflection as the reason behind his choice. Taking on the role as the 26th director of the Census Bureau in 2022, Santos made history as the first Hispanic leader of the agency.

With Santos’ departure, there is anticipation for Republican President Donald Trump to have the opportunity to shape the leadership of the Census Bureau. This comes as allies of Trump in Congress and among GOP state attorneys general push for the exclusion of individuals in the U.S. without legal status from the census data used to allocate congressional seats and Electoral College votes among states.

Experts in redistricting from the Republican party have suggested that using citizen voting-age population instead of the total population for redrawing districts could be advantageous to Republicans and non-Hispanic white populations. The data collected by the census also plays a critical role in determining the distribution of $2.8 trillion in federal funds to states for various programs including infrastructure, healthcare, and more.

In response to these developments, civil rights groups are urging Trump to appoint a neutral and impartial leader to oversee the operations of the country’s largest statistical agency. Emphasizing the importance of upholding the integrity of the U.S. Census Bureau free from partisan influences, The Leadership Conference on Civil and Human Rights issued a statement advocating for accuracy, transparency, and fairness in data collection and reporting.

Throughout his tenure, Santos worked to rebuild trust in the Census Bureau following the controversies of Trump’s administration during the 2020 census. Concerns were raised that political motives were influencing the agency’s operations through the appointment of numerous political personnel and efforts to prevent the inclusion of individuals without legal status in the census count for apportionment purposes.

Within the framework of the Fourteenth Amendment, which states that the “whole number of persons in each state” should be counted for apportionment calculations, Santos navigated the complexities of ensuring an accurate and inclusive census process. Prior to his role at the Census Bureau, Santos held positions as a vice president and chief methodologist at the Urban Institute, bringing over four decades of experience in survey research, statistical design, and executive-level management to his leadership.

In his retirement letter, the Texas native expressed his intention to dedicate more time to his family in the next chapter of his life.
