He cautioned against attempts to intimidate judges by questioning their decisions without credible basis.
Roberts’ message coincides with the upcoming inauguration of President-elect Donald Trump, whose agenda, particularly on immigration, may lead to clashes with the Supreme Court. The chief justice emphasized the importance of respecting court decisions and maintaining public confidence in the judiciary.
The report did not directly address internal controversies within the Supreme Court or recent challenges to its integrity. Roberts avoided discussing specific incidents, such as the ethics concerns or public confidence issues, and instead focused on the broader need to uphold the rule of law.
The report also referenced past comments by Vice President-elect JD Vance and actions by both Democrats and Republicans that have raised concerns about potential disregard for court rulings. Roberts urged officials to uphold the rule of law and refrain from politicizing the justice system, emphasizing the importance of an independent judiciary in upholding the Constitution.
The Supreme Court recently intervened to prevent a lower court ruling that sought to block the Food and Drug Administration’s regulation of the abortion pill mifepristone. The decision to halt the lower court’s ruling was made in June, effectively dismissing the legal challenge against expanding access to the medication.
Chief Justice John Roberts has consistently used his annual reports to emphasize the critical role of an independent judiciary and to raise concerns about the threats of violence targeting judges. In one of his previous reports, he highlighted that a functioning judicial system cannot operate under the shadow of fear.
In his most recent report, Roberts also noted an alarming increase in attacks on the judiciary and other branches of government by hostile foreign state actors. He pointed out instances where automated accounts, or “bots,” have been used to manipulate public perception of judicial decisions through the dissemination of false or exaggerated information, thereby sowing discord in the democratic process.

Notably, the Court granted former presidents broad immunity from criminal prosecution and allowed former President Donald Trump to postpone federal trials in two separate cases until after the November election. The Court is now set to consider cases involving transgender healthcare bans and a First Amendment challenge to a bipartisan prohibition on the popular social media platform TikTok.
Roberts reiterated the fundamental role of the judiciary in interpreting and applying the law, emphasizing that the judiciary must uphold its duty to uphold the rule of law. However, he also stressed that the independence of the judiciary is dependent on the willingness of the other branches of government to respect and enforce the decisions of the courts.
