Rebels Advance in Bukavu Amid Chaos and Looting

Bukavu, located in the eastern Democratic Republic of Congo, is witnessing chaotic scenes as the M23 rebel group pushes forward in the region. Reports on Saturday indicated sporadic gunfire and widespread looting across the city, including at a World Food Programme storage site, prompting residents to stay indoors for safety.
There have been conflicting reports regarding whether the Rwanda-backed rebels have reached the strategic city of Bukavu following their recent territorial gains. On Friday, M23 fighters took control of Kavumu airport to the north of Bukavu.
The United Nations and the European Union have expressed concern over the escalating conflict. The Uganda army’s chief’s threat to attack a Congolese town has raised fears of a regional war outbreak. UN Secretary-General Antonio Guterres emphasized the need to avoid regional escalation at all costs and emphasized the importance of respecting the Democratic Republic of Congo’s sovereignty and territorial integrity.
The European Union is urgently exploring potential actions in response to the developments in Bukavu, warning that violations of the DRC’s territorial integrity will not go unanswered.
Accusations by the Congolese government against Rwanda for instigating unrest in the region to exploit natural resources have been denied by Rwanda. The rebel advance has already displaced hundreds of thousands of people from their homes.
Residents in Bukavu have remained indoors, with reports of looting and destruction of property by armed groups and youths. The looting, including at the World Food Programme’s depot, has exacerbated the challenges faced by vulnerable populations.
Conflicting reports persist on whether M23 fighters have entered Bukavu, with residents from one suburb reporting rebel presence while others claim no signs of fighting. The potential capture of Bukavu, with a significant urban population and importance as a transit point for local mineral trade, would mark a significant territorial gain for the M23 group.
Amidst these developments, Uganda’s defence forces chief, General Muhoozi Kainerugaba, has issued a threat to attack the town of Bunia in the DRC if all armed forces there do not surrender within 24 hours, heightening concerns of broader conflict in the region.
