A young child was discovered wandering in the middle of a street in Florida with a heavily soiled diaper, eventually guiding police to a residence with extremely dangerous living conditions where the father was found passed out intoxicated in bed, authorities report. The Flagler County Sheriff’s Department in Florida received multiple emergency calls on Sunday regarding a 2-year-old seen walking in the street in pajamas with a dirty diaper, as stated by the department on Tuesday. Witnesses had observed the child in the front yard of a nearby home and brought the child back to the residence, where they found the father, 44-year-old Ross Judy of Palm Coast, unconscious and intoxicated in bed, according to police. Upon investigation, law enforcement discovered hazardous tools, garbage, animal feces, and an emaciated dog with severe injuries inside and outside the home. The residence was described as having deplorable conditions, with alcohol containers, bugs in toilet water, and sinks filled with cigarette ash. Pill bottles, razors, and hypodermic needles were also found scattered around the living areas, accessible to the child. Flagler County Sheriff Rick Staly emphasized the importance of protecting children and animals from harm and commended residents for alerting authorities to the situation. Judy was arrested on charges of child neglect and animal abandonment and is currently in custody on a $4,000 bond. Investigations by the Florida Department of Children and Families and Palm Coast Animal Control are ongoing.
