“These artificially produced images can be easily generated by individuals with malicious intent, even without extensive technical expertise,” stated Catherine De Bolle, the Executive Director of Europol. “This exacerbates the proliferation of child sexual exploitation material, posing a challenge for investigators to identify offenders or victims as the volume escalates. Law enforcement agencies will need to devise novel investigative techniques and tools to confront these emerging hurdles.”

These models, easily accessible and rapidly evolving, now produce output that closely resembles authentic material, complicating the identification process,” Europol reported.
“Authorities face substantial hurdles in discerning genuine victims. Even in cases where the content is entirely artificial with no real victims depicted, such as in Operation Cumberland, AI-generated child sexual abuse material still contributes to the objectification and sexualization of children,” officials added.

Europol disclosed plans to launch an online campaign, in collaboration with its partners, to highlight the repercussions of exploiting AI for unlawful activities and target potential perpetrators in their primary domain: the online realm. The campaign will utilize online messaging to engage buyers of illicit content, complemented by methods such as face-to-face visits, social media alerts, and cautionary letters.
“Operation Cumberland showcases a sustained, joint effort by law enforcement to comprehensively combat this menace, encompassing the apprehension of criminals and preventive measures through education, deterrence, and aiding those seeking assistance,” Europol emphasized.
