US warns that aid to Ukraine is at risk. The United States, one of Ukraine's biggest backers in its war with Russia, has announced that it is "running out of money" to send to Kiev.

In a letter to the House of Representatives, the White House warned that "both money and time are running out" for aid to Ukraine as the debate over the budget deal continues.

"Unless Congress acts, we will run out of resources to send weapons and equipment to Ukraine by the end of the year," White House Budget Director Shalanda Young wrote in a letter to Mike Johnson, Speaker of the Republican-dominated House of Representatives.

At a press conference, US National Security Advisor Jake Sullivan said, "Congress must decide whether it will continue to support the fight for freedom in Ukraine. Or ignore the lessons of history and allow Russian President Vladimir Putin to prevail." "There is no magic fund to deal with the emergency. We are running out of money and soon we will run out of time," the Budget Director wrote. On October 20, Democratic President Joe Biden asked Congress to vote for more than $100 billion in discretionary funds to respond to international emergencies, such as helping Israel and Ukraine, standing up to China, and responding to migrants arriving at the US southern border. More than $60 billion of this amount is intended for Kiev, which is struggling with the Russian occupation that began in February 2022. Ukraine went on the offensive against Russia in the summer, without success, while Russian forces launched offensives, especially around Avdivka in the east. Zelensky to brief in closed session Ukrainian President Volodymyr Zelensky will address US senators on Tuesday during a secret, closed-door video conference, according to Chuck Schumer, leader of the Democratic majority in the Senate. Schumer urged all senators to attend the briefing "so that we can hear directly from him exactly what is at stake." The White House wants to continue funding Ukraine at least until the presidential elections in November 2024. "Putin won't commit to peace until he sees our election results," a senior US diplomatic official was quoted as saying by the French news agency AFP. Budget uncertainty Congress, made up of the Democrat-dominated Senate and the Republican-dominated House of Representatives, has yet to vote on a budget for the fiscal year that began on October 1. The government can only function thanks to an emergency extension that expires in mid-January. When Biden demanded the massive budget package, the House of Representatives found itself in chaos due to disagreement within the Republican Party. Since then, House Speaker Mike Johnson has been a leader in getting budget discussions to resume. The head of conservative lawmakers is demanding a tightening of immigration policy due to increased migrant arrivals at the Mexican border in exchange for support for a new package for Ukraine.
