Legal consumption of cannabis produced under state control has begun in two Dutch cities.

If the four-year plot project in Breda and nearby Tilburg is successful, the scheme will spread to other parts of the country. Afterwards, the Netherlands will discuss the complete legalization of the production and sale of soft drugs.

Dutch Health Minister Ernst Kuipers called the launch of the scheme a "historic moment".

"Criminal organizations have taken over this criminal market and therefore coffee shop owners were tied to the criminal market and that had to end," said Breda Mayor Paul Depla.

The consumption of small amounts of cannabis was technically illegal in the Netherlands, but police prefer not to enforce the law as part of the "tolerance" policy in place since the 1970s.

"High quality product" Hemp production in the country will be limited to 10 farms, whose products will be closely monitored before being supplied to coffee shops. This guarantees consumers a "high quality" product. Previously, it was impossible to know where the hemp came from or whether it had been altered.

"The product will be clean, tested, pesticide-free," said Ashwin Matai, the "director of cultivation" at Holland High farm, which will legally supply coffee shops from February. The consumer will get a much safer product." Juan, one of the first customers, said the "Amnesia Core Cut" cannabis was "phenomenal". The level of THC and CBD, the active ingredients of cannabis, will also be measured, so users will know how strong their cannabis is.

Geert Wilders against the plan "From a public health perspective, we were not able to supervise the process, we were not able to do any checks on the possible contamination of the products," Dutch Health Minister Kuipers said. Geert Wilders' Freedom Party, the winner of the last elections, wants to completely abolish the "tolerance" policy, closing coffee shops, for a "drug-free Netherlands". Independent researchers will monitor the trial with the aim of ultimately decriminalizing cannabis. After the Netherlands, Germany, Switzerland and the United States are expected to follow suit.
