Parental Abuse: NJ Mother Accused of Making Child Wear Dog’s Shock Collar, Under Investigation by Police

A New Jersey mother was arrested for allegedly using a dog’s electric shock collar on her young child, authorities stated. Kimberly Cruz-Feliciano, 30, from Cape May, NJ, was apprehended on Mar. 17 following reports that her child displayed visible marks on their neck at school, prompting concern from teachers, as per the Cape May County Prosecutor’s Office.

Investigators determined that the marks were a result of the child being made to wear an electric shock collar typically used for dogs, the news release disclosed. These collars are designed to administer electrical charges of up to 100 volts.

During the inquiry, it was found that Cruz-Feliciano had reportedly threatened her child with further harm if the child spoke out about the abuse, the statement noted.

Cape May County Prosecutor Jeffery H. Sutherland emphasized the commitment of law enforcement to safeguarding vulnerable members of the community, stating, “We take all allegations of child abuse seriously, and we will ensure that those responsible for such despicable acts face the full consequences of the law.”

Cruz-Feliciano has been charged with multiple offenses, including Endangering the Welfare of a Child, Aggravated Assault, Witness Tampering, and Hindering. Sonia Feliciano, 59, the child’s grandmother, is also facing charges of Hindering and Tampering with Evidence.
