Republicans in a race against time to prevent a government shutdown without relying on Democratic support are facing obstacles. The GOP leadership in the House has introduced a short-term funding bill to prevent an impending shutdown and keep the government running until September. However, there are a few Republican dissenters who could potentially disrupt the plan.

Representative Chip Roy (R-Texas) acknowledged that there are still some within the party who are not in favor of the proposed bill. He expressed concerns that Democrats are eager to cause a shutdown to hinder initiatives like those of Elon Musk and DOGE, as the American public is becoming more aware of ongoing matters.

Roy, who previously had been among the hardliners opposing short-term funding bills, has now lent his support to the current plan. The delicate balance of power in the House, with Republicans holding 218 seats to Democrats’ 214, means that the GOP can only afford to lose one vote without risking a tie.

President Trump has endorsed the GOP’s efforts to prevent a shutdown, although the number of dissenters remains uncertain. Representative Thomas Massie (R-Ky.) has emerged as a prominent critic of the proposal, while others like Representative Victoria Spartz (R-Ind.) have shown willingness to support it.

To avoid making significant concessions to Democrats in order to avert a shutdown, hardliners are gradually coming around to the proposed funding bill. The bill aims to maintain government spending at current levels, with minor adjustments such as a decrease in non-defense discretionary spending and increases in defense and immigration enforcement funding.

House Speaker Mike Johnson presented the plan as a way to avoid a government shutdown and freeze spending, emphasizing the need for cooperation amidst differing priorities. The bill is seen as crucial to allow time for Congress and the administration to finalize budget cuts during the appropriations process for fiscal year 2026.

“The objective is to reduce spending,” stated another senior Republican aide, emphasizing the need for fiscal responsibility. Each fiscal year begins on Oct. 1, when Congress is tasked with funding the federal government through 12 appropriations bills, typically consolidated into an omnibus bill. This year, Congress has not passed the 12 bills, resorting instead to Continuing Resolutions (CRs) to keep government funding flowing automatically. If the current CR is approved, it will mark a full year without the government being funded conventionally.

After assisting Republicans with funding in December, Democrats expressed frustration over the process. Despite initial challenges, a compromise was eventually reached. President Trump is pushing for the resolution to pass, though Democrats, including House Minority Leader Hakeem Jeffries, expressed concerns about potential cuts to essential services.

The House Rules Committee will review the CR on Monday before addressing the government shutdown. Following this, Republicans plan to focus on Trump’s legislative agenda, which includes tax cuts, border security enhancement, energy policies, and national defense strategies. These efforts are anticipated to align with budget cuts and discussions on the debt ceiling, projected to become critical in June.
