President’s clandestine economic pact with the US

KYIV, Ukraine (AP) — Ukrainian President Volodymyr Zelenskyy disclosed on Wednesday that a preliminary economic agreement with the United States has been crafted, yet crucial U.S. security assurances, deemed indispensable by Kyiv for its conflict with Russia, are still pending final decisions. The culmination of a full agreement may hinge on discussions in Washington as early as Friday.

During a press briefing in Kyiv, Zelenskyy clarified that the agreed upon framework deal represents an initial stride towards a comprehensive accord that would require ratification by Ukraine’s parliament. Emphasizing the significance of U.S. military support for Ukraine, Zelenskyy underscored the necessity for clarity on this issue from the United States. He anticipates engaging in extensive discussions with U.S. President Donald Trump during his upcoming visit to Washington.

While acknowledging that the economic agreement potentially forms part of forthcoming security guarantees, Zelensky expressed the need to grasp the broader perspective and future prospects for Ukraine. The President alluded to Trump’s recent indication of expecting reciprocal benefits in return for substantial U.S. aid aimed at repelling Russia’s large-scale invasion that commenced over three years ago on Feb. 24, 2022.

A leaked copy of the agreement obtained by The Associated Press outlines U.S. backing for Ukraine’s quest for security assurances vital to achieving sustainable peace. The document also mentions the intention to safeguard mutual investments as outlined in the agreement.

Following Zelenskyy’s remarks, a White House official reiterated that accepting the agreement was a prerequisite for Trump’s scheduled meeting with Zelenskyy on Friday. The official, speaking anonymously, clarified the conditions surrounding the invitation.

Reflecting on the potential outcomes, Zelenskyy acknowledged that the success of the agreement would be contingent upon his dialogue with President Trump. Stressing the importance of coordination with the U.S., Zelenskyy highlighted the need for alignment of objectives.

In his discussion points with Trump, Zelenskyy expressed interest in discerning U.S. intentions regarding the cessation of military aid to Ukraine, and the feasibility of direct arms procurement from the U.S. He also sought clarity on the utilization of frozen Russian assets for weapon acquisitions and investments, as well as the prospect of sanctions relief on Russia.

Ukrainian Prime Minister Denys Shmyhal confirmed the preliminary accord on a broad economic pact between Ukraine and the U.S., inclusive of U.S. access to Ukraine’s rare earth minerals. According to Shmyhal, the preliminary agreement delineates the terms and parameters of an investment fund aimed at Ukraine’s reconstruction.
