In an unexpected move, the Central Intelligence Agency (CIA) has offered buyouts to all its employees, making it the first major national security agency to do so. The offer, which allows employees to resign and receive approximately eight months of pay and benefits, is part of President Donald Trump’s efforts to reduce the size of the federal government and align it with his priorities.

CIA Director John Ratcliffe personally approved the decision to extend the buyout offer to the entire workforce, signaling a strategic shift within the agency. The move is aimed at ensuring that the CIA is aligned with the administration’s national security objectives and injecting renewed energy into the organization.

While the offer was made available to all CIA employees, there are indications that certain roles and expertise areas may be excluded from the program. This suggests that the initiative is targeted and may not be as comprehensive as in other civil service agencies.

The Office of Personnel Management has provided guidance indicating that some positions within the Office of the Director of National Intelligence may also be eligible for the buyout program. However, not all roles at the ODNI will necessarily qualify for the offer.

Employees are at risk of losing their jobs as the organization plans to implement significant layoffs, internally referred to as “Reductions in Force.” Officials have indicated that these layoffs are expected to commence shortly after the Thursday deadline set by the Office of Personnel Management for workers to accept the resignation package. The package offers employees the option to leave voluntarily and continue to receive payment through September 30 without the requirement to continue working.
